Kitsap County Department of Emergency Management (KCDEM) has asked if our troop can provide 10 scouts to participate as victims in an Emergency Preparedness CERT Exercise, "Operation Scarecrow".
This event takes place October 18, 2014 from 9am - noon at Kitsap County Dept. of Emergency Management located at 911 Carver Street, Bremerton WA.

This meets requirement #7 for the Emergency Preparedness Merit Badge (Take part in an emergency service project, either a real one or a practice drill, with a Scouting unit or a community agency). They will try to help scouts to meet as many of the remaining requirements as well.

This will be one large disaster scene which will include the drill tower, the fire pit, the vehicles and a lower collapse area. The fire tower will feature smoke and noise (smoke detectors going off). The smoke is from a fog machine and should not pose an allergy risk. However, if you have any possible allergy concerns or breathing troubles, please let me know so we can make sure you stay out of the tower.Most, if not all, of the victims will be moulaged (in make-up). There will be around 20 victims for the trainees to rescue (live and dummies). They are planning on having at least 10 boy scouts attend as well as some other volunteers.

We are asking that our “victims” arrive here between 7 and 8 am in order to get make-up done. Make sure they wear “grubby” clothes that you wouldn't mind getting dirty and possibly stained with the make-up we use. The exercise will start at around 9am and we should wrap up around noon, if not earlier.

We will have a safety briefing that morning and cover all of the details before we head out to the training grounds and fire tower. We will have a designated area for the parents to stand and watch if they would like or they are more than welcome to hang out inside our Emergency Operations Center.
